PChome is operated by PChome Online Inc. To support the protection of personal data and maintain the right to personal privacy, in the following statement, PChome will explain to you the purposes, categories, scope and method of use of personal data collection by PChome, as well as the relevant rights that you are entitled to exercise.
If you have any questions or inquiries regarding PChome’s privacy policy, the disclosures below or the protection of personal data, please contact our customer service center and we will respond to you in a timely manner.
■ Scope of applicability
PChome’s privacy policy and the disclosures covered herein are applicable only to the websites and mobile applications owned and operated by PChome (including PChome Online, PChome Shopping, PChome 24h Shopping, PChome Global Shopping, PChome Bookstore, and the PChome 24h Shopping mobile application). Whenever you use any of the services or access to PChome’s websites and the mobile applications, you are deemed to have agreed with the disclosures stated by PChome in the privacy policy herein, in which your personal data shall be collected, processed, and used.
In providing our services, regardless of the country or region where you reside, PChome has obtained your consent to collect, transfer, process, store and use your personal data outside the country or region where you reside based on the disclosures stated in this privacy policy.
PChome may process relevant personal data located within the European Union (EU) and may transfer the data from the EU in compliance with the relevant regulations. The mechanisms include the data processing agreements developed in accordance with the EU Standard Contractual Clauses. When you use the services provided by PChome, you consent that we may transfer your relevant data to these countries and areas regions.
PChome’s websites and mobile applications may include various links or the services provided by other partners. The privacy policies and the relevant disclosures about personal data protection of these links or partner’s website are available at each link and partner’s website.
■ Methods of personal data collection
PChome will collect your personal data through the following means:
- When you register as a member of PChome.
- When you use the services provided on PChome’s websites and mobile applications.
- When you do online shopping at PChome’s websites and mobile applications.
- When you participate in the giveaways and marketing activities organized by PChome or our partners, during which PChome or our partners shall request that you follow the instructions on the websites or activity webpages and provide the necessary information, which includes your personal data. As such, you consent that PChome may provide the personal data collected from you to our partners or acquire your personal data from our partners.

■ Categories of personal data to be collected
PChome will collect the following personal data based on the nature of the services provided on PChome’s websites and mobile applications:
- Personally identifiable information: Including but not limited to one’s name, job title, current address, work address, previous address, residential phone number, mobile phone number, instant messaging software account, social media account, account registered on our online platforms, mailing and residential address, email address, IP address, cookie settings, and other personally identifiable information.
- Personally identifiable financial information: Including but not limited to one’s financial institution account number and name, credit card or debit card number, insurance policy number, and other personal numbers or accounts.
- Government database information: Including but not limited to one’s ID number, unified number, tax identification number, passport number, etc.
- Personal descriptions: Including but not limited to one’s age, gender, date of birth, place of birth, nationality, etc.
- Family status: Marital status, etc.
- Leisure activities and interests: Including but not limited to one’s hobbies, sports, and other interests.
- Information required for product delivery: When you make a purchase via PChome’s websites and mobile applications, PChome shall request you to provide necessary information for product or service delivery, so as to facilitate product delivery logistics operations. This information includes the recipient’s name, telephone, mailing or correspondence address, and any other necessary information.
- Information required for making and receiving payment: When you make a purchase through via PChome’s websites and mobile applications, PChome shall retain the information that you provided for making and receiving payment, so as to facilitate cash flow and payment services. This information includes a credit card or debit card number, one’s financial institution account number and name, etc. However, if you choose to use the third-party payment services offered on PChome’s websites (including but not limited to Pi Wallet, Apple Pay, Google Pay, Samsung Pay, etc.),. pPlease refer to the privacy policy of the respective third-party service provider about the protection and management of your information when using these third-party services.
Other information: When you participate in giveaways and marketing activities organized by PChome and our partner vendors, PChome may ask you to provide the information necessary to participate in those activities, including but not limited to the aforementioned basic information and delivery information.
Additionally, to improve the quality of our services, PChome shall record your IP address and browsing activity (hardware and software used and web pages you have entered) on our websites as well as your mobile application usage history based on the nature of the services provided on our websites and mobile applications. However, these data are used solely for network traffic analysis and networking behavioral surveys, so as to improve the quality of the services provided on our websites and mobile applications. This information is used for analyses in aggregate form only, which will not be associated with any particular individual.
■ Purpose of use of personal data
The personal information collected by PChome that is sufficient to identify you is reserved solely for internal use in PChome through the following methods and based on the purpose of data collection:
- 「Advertising and marketing: To notify PChome members about our product and activities, PChome shall use information provided by you to send you relevant marketing information .
- Product delivery: To ensure that the products you ordered are successfully delivered to your designated address, PChome shall provide our partners with your personal information, which includes the supplier of the product you have purchased or a PChome-certified logistics service operator.
- Authorization of financial transactions: To complete the payment of the orders you have placed on PChome’s websites, PChome shall provide your personally identifiable financial information to the necessary financial institution during the transaction.
Prize notification and delivery: To ensure that you receive the prize notification, prize, and the withholding tax statement issued by law, PChome shall, at our own discretion, use or provide your personal information to the partners of the activity (including the co-organizers, suppliers of the prizes, and logistics companies).
Other business-related affairs: To achieve the aforementioned objectives, which include but are not limited to customer management and service, performing statutory or contractual obligations, protecting the rights and interests of parties involved and relevant stakeholders, property insurance, liability insurance, and after-sales services, PChome shall use your provided personal information within a necessary scope of application and in compliance with the methods specified in the Personal Data Protection Act.
- Market analysis: To improve the quality of our services, PChome shall use your browsing activity (hardware and software used and web pages you have entered) on our websites, as well as your mobile application usage history for traffic analysis and networking behavioral surveys, including the use of third-party cookies or similar measures. This is to aid PChome in improving the quality of the services provided on our websites and mobile applications. This information is used for analyses in aggregate form only, which will not be associated with any particular individual.
■ Periods, areas, parties and way of the use of personal data
Time periods: In accordance with the purposes of collecting personal data specified in this privacy policy, PChome shall continue to store, process, and use the collected personal data during our operations within each contract duration, the statutory storage period (including but not limited to the Civil Code and the Personal Data Protection Act), and the storage period necessary for business operations (those longer than the statutory periods).
Regions: Unless otherwise specified by law, PChome shall use your personal data provided by you based on your authorized scope, within the domains and regions of PChome’s services, and the necessary scope of the purposes of use.
Parties:
- Based on the information stated in the “Purpose of use of personal data” section, PChome shall use your personal information at its own discretion, share and exchange the information with our associates, or provide the information to necessary partners based on the necessary scope of the services provided to you or activities you have participated in.
- Except for any one of the following reasons, PChome will not provide any personally identifiable information to third parties (either onshore or offshore), or use the information for purposes other than data collection:
- When you have been informed of, and have consented to, the use of your personal data.
- When it is necessary to provide services or fulfill contractual obligations.
- When the information is provided to an insurer to assist in handling insured risks and events.
- When the information is required for statutory purposes or under the order or request of the competent authority.
- When the information is used to protect your legal rights and interests as well as those of other PChome members or third parties in the event of an emergency.
- When the information is used to maintain the normal operations of our member service system.
- When the information is permitted to be used for purposes other than those specified in Article 20 of the Personal Data Protection Act.

PChome shall maintain personal data security by implementing reasonable technology and procedures consistent with industry standards.
■ Rights of data subjects
According to Article 3 of the Personal Data Protection Act, you can exercise the following rights on PChome with regards to your personal data:
- Inquiry, review, and request a copy of your personal data. However, PChome may charge you the necessary costs and expenses.
- Amend or correct your personal data when changes have been made to it or when there are inaccuracies.
- Remove and terminate the collection, processing, and use of your personal data when there no longer exists a purpose for its collection or when the prescribed period has expired. This does not apply when the data is necessary for PChome to perform duties or do business, or when the exercise of the right of deletion is not applicable to the data.

■ Cookie
For the sake of user convenience, cookies may be used on PChome’s websites, so as to provide services that better meet the personal needs of users. Cookies are a technology t hat allows website servers to communicate with a user’s browser; some information may be stored as cookie data on the user’s computer, which PChome will read. Although users may turn off or restrict this function through browser settings, they may not be able to access some of the functions on PChome’s websites as a result. Please contact PChome’s customer service center if you wish to learn about the means to turn off or restrict this function, or refer to your browser for relevant information on cookie management.
■ Influence
PChome shall use your personal data to successfully provide services to you, complete relevant transactions, or fulfill contractual obligations based on the nature of the services. PChome shall respect your decision if you are unwilling to provide PChome with the relevant personal data required in each service or transaction, or consent to PChome’s collection, processing, use, and globally transference of the personal data in accordance with the law, privacy policies, and related disclosures., However, based on the nature or conditions of each of the services we provide, you may be unable to use the service or complete the relevant transactions, and PChome shall reserve the right to withhold such services or suspend relevant transactions.
■ Self-protection
PChome reminds you to keep all your personal data safe. Please do not provide your personal data to unknown third parties at will. Please remember to log out after providing or changing your personal data online. Please turn off the browser if you are using a shared or public computer, so as to prevent others from collecting and using your personal data inappropriately.
■ Rights to amend
PChome reserves the right to amend this privacy policy and its related disclosures at any time, and the amendments shall be announced at an appropriate location on PChome’s websites or mobile applications without further notification. You may read the revised privacy policy and the related disclosures anytime on PChome’s websites or mobile applications.
■ Governing law and governing court
You consent that the laws of the Republic of China shall be the governing law to settle any disputes that may arise from your usage of PChome’s websites or mobile applications. Unless otherwise provided by a compulsory article of law, the Taipei District Court of Taiwanthe Taipei District Court of Taiwan shall be the court of in the first instance.

Thank you for shopping at PChome Online. Please carefully read the following Terms and Conditions.
These Terms and Conditions are applicable to the products or services offered on PChome Online Shopping, PChome Online 24h Shopping, and PChome Online 24h Bookstore, collectively referred to as “PChome Online” hereinafter.
The purpose of these Terms and Conditions is to protect your rights and interests as well as those of PChome Online Inc. (PChome Online). If you click “I Agree” or other options with similar terms, or if you make a purchase, payment, consumption, or entrusted purchasing and other actions, you are deemed to have acknowledged and agreed to all the terms stated herein.

I. User Terms and Conditions
- If you would like to shop online at PChome Online, you must enter a legitimately obtained and valid email address or mobile phone number and set up a password for the account during your first purchase. Once you have saved the relevant information and completed your shopping on PChome Online for the first time, the system will save the email address or mobile phone number you have entered as well as your set password. You agree to use said account credentials to log in to PChome Online when making subsequent purchases.
- You are responsible for maintaining the confidentiality of the email address or mobile phone number and password that you have retained in PChome Online’s system. Please do not reveal the email address or mobile phone number and password to any third party, nor should you lend or transfer the credentials for any third-party usage. You agree to be responsible for all actions that involve using the credentials to log into the system.
- If you suspect any unauthorized use of your email address or mobile phone number and password, please notify PChome Online immediately. Upon receiving your notification about an unauthorized access of your account, PChome Online will immediately suspend all processes related to the transactions through those account credentials and their subsequent usage.
II. Personal data security
- Regarding your personal data, PChome Online shall comply with the regulations pertaining to personal data protection. For information about personal data protection and our privacy policy, please refer to the PChome Online Privacy Policy.
- To complete a transaction, which includes but is not limited to processes such as making payment and receiving products, you must ensure that all information retained during the ordering process is complete, accurate, and kept current. Shall there be any post-transaction changes, you should notify PChome Online immediately.
- In addition to adopting security protocols to keep your retained data secure, PChome Online is committed to its duty of confidentiality. Under no circumstances will we leak or provide your personal data to third parties for any purpose other than that of completing orders or providing customer services, in which case we shall provide the necessary product or service information to our partner vendors or purchasing agents. If your transaction involves international shipping and the vendor or purchasing agent may be overseas, then your data may be transferred internationally in order to provide the vendor or purchasing agent with the necessary information to complete the transaction.
- Under the following circumstances, PChome Online shall have the right to inspect or provide your personal data to a competent authority or a third party who offers adequate proof that their rights have been infringed:
- An order to do so under the requirements of law or orders issued by a judicial authority or other competent authorities.
- To complete a transaction or exercise the Terms and Conditions herein, or when you have violated these Terms and Conditions.
- To maintain the normal operation and security of the PChome Online system.
- To protect the legal rights and interests of PChome Online, other users, or third parties.
III. Online purchasing
- In addition to these Terms and Conditions, the relevant information presented on the webpages of the product and the purchasing process, including the relevant payment terms, restrictions, and descriptions shall constitute a part of the agreement formed between you and PChome Online.
- In general, PChome Online issues the orders for the purchases you make on PChome Online. However, the information you browse on PChome Online or the purchases you make may be processed through the ordering or purchasing services provided by a third party. Under such circumstances, you are ordering from said third party or entrusting said third party to provide a purchasing service; the third party is responsible for fulfilling their obligations based on the specified terms of agreement for the transaction. PChome Online merely provides marketing services, links, payment collection services, and e-commerce platform for information processing services.
- Once you have completed placing an order for a product or service on PChome Online by following the methods, Terms and Conditions, and procedures stated on the webpage, you are deemed to have offered and agreed to purchase said product or service in accordance with the agreements, payment terms and conditions, or restrictions listed in these Terms and Conditions and on the relevant webpages. Should you make any changes to your retained information such as your address or phone number, please notify PChome Online immediately for further action. Additionally, you shall not deny the order or reject payment on the basis of data inaccuracy.
- After placing your order online, the system will automatically send a notification to you via email or other means to inform you that the system has received your order. The notification does not mean that the transaction has been completed or that the contract has been established, because PChome Online reserves the right to accept or refuse your order. Once we have verified that the payment terms are correct, the products you have ordered are in stock, the ordering services can be provided, and that PChome Online has no other reason to refuse the order, we will immediately notify the vendor to ship the order. Although there would be no additional notifications, you can still check the shipping status online. We reserve the right to refuse your order if there are erroneous payment terms, the products are not in stock, the services are unavailable, or if we have other reasons to refuse the order.
- If you chose to pay by credit card, the credit card information you entered to our system online is used to verify the validity of the credit card and obtain transaction authorization from the card issuer. This does not mean that you have completed the payment, nor does it mean that the transaction has been completed or that the contract has been established, because PChome Online reserves the right to accept or refuse your order. Before we accept your order, you do not have to pay, and neither do we have to request the payment terms for your credit card, and the amount transacted will not appear on your credit card statement. If you chose to pay by installments using a credit card, the installment payment services shall be provided by your card issuer, and the debtor–creditor relationship exists only between you and your card issuer. Unless otherwise stated on the relevant webpages, the compulsory interests and the calculation methods, as well as whether the transaction requires a credit insurance or the designation or involvement of a guarantor, shall be determined based on the terms of agreement between you and your card issuer. Please remember to review these terms of agreement.
- You acknowledge and agree that although PChome Online will try our best to ensure the accuracy of the relevant information, we do not explicitly or implicitly guarantee the completeness, accuracy, and timeliness of the information on our webpage and other descriptions. The maximum number of orders that can be placed for a product or service is stated on the webpages of the product or service and the purchasing process. If the quantity purchased exceeds available quantity, we will ship only the maximum quantity remaining in stock. Should there be any inaccuracies in the size, image, or descriptions of a product or service, the information provided by the original manufacturer, agent, importer, dealer, or service provider shall prevail. Should there be any inaccuracy in the prices displayed on a webpage or in relevant descriptions:
- If the displayed price is higher than the actual price, PChome Online shall charge you only the lower and correct actual price.
- If the displayed price is lower than the actual price, PChome Online reserves the right to reject your order.
- Labels such as “suggested retail price” and “retail price” merely reflect the general list price, the general assessed price, or the selling price recommended by the original manufacturer, agent, importer, dealer or service provider, and do not represent the actual purchase price at any specified region, merchant, or time period.
- The original manufacturer, agent, importer, dealer, or service provider of a product or service you ordered is responsible for the quality assurance, warranty, or after-sales service of said product or service based on their stipulated terms and conditions. Nevertheless, PChome Online shall assist you in resolving problems or disputes arising from your online purchases.
- The pricing and expense of the shipping costs of the product or service you ordered shall be stated on the webpages of the product or service and the purchasing process. If these are not stated, PChome Online shall bear the shipping costs.
- You may select where and how the product or service you ordered is to be delivered based on the methods, terms, and restriction stated on the webpages of the product or service and the purchasing process. If the product or service you ordered cannot be delivered successfully twice, or if we were unable to contact you for more than three days, then we shall cancel the order and fully refund you.
- You agree that all matters pertaining to your online shopping and transactions at PChome Online shall be expressed through digital documents. Our computer system shall automatically record the online transaction data, which you can query by logging into the system. Please notify us immediately if you notice any inaccuracy in the transaction data.
- The PChome Online website may contain many links. All the information presented on the linked websites or webpages is provided by the linked websites, and PChome Online does not in any way, whether explicitly or implicitly, guarantee the accuracy, credibility, or timeliness of the contents.
- If the product descriptions, prices and relevant payment terms are formulated and uploaded by the vendor, then PChome Online does not in any way, whether explicitly or implicitly, guarantee the accuracy, credibility, or timeliness of the contents.
- Regarding customer complaints or disputes, you can file a complaint or dispute by logging into the system and following the management measures, procedures, and contact information specified in the online customer service system. A PChome Online customer service representative shall contact you as soon as possible.
- You acknowledge and agree that PChome Online may refuse to accept your order if we reasonably suspect any abnormal procedures or behaviors during your product ordering process, such as placing a large number of orders through system programs or other software.
IV. Returns and refunds
- You can request a full refund if you received a defective product.
- You can exercise your rights and interests according to Paragraph 1, Article 19 of the Consumer Protection Act.
- The methods and terms and conditions of product returns and refunds are listed in the product webpage and ordering procedure.
- When making a return, please ensure that all the products, gifts, packaging, and attached documents and information are in the same condition when received initially, and hand over the products and documents to the delivery person. If you have requested a physical invoice, please return the invoice along with the signed sales returns, allowances slip, and other documents required by law to the PChome Online Customer Service Center (Address: PChome Online Customer Service Center, 15F, No. 105, Sec. 2, Dunhua S. Rd., Da’an Dis., Taipei City 106, Taiwan). Otherwise, PChome shall reject your product return and refund request.
- When you request a product return and refund, or when PChome Online is unable to accept your order (whether in part or in whole), or when the contract is terminated or invalid and it is necessary for us to return and refund a product, you acknowledge and agree that PChome Online shall process the invoice and sales returns, allowances slip, and other documents required by law on your behalf.
V. Entrusted purchasing services
- In terms of entrusted purchasing services, all the products and their relevant contents listed on a webpage are provided or created by the seller themselves on an overseas e-commerce platform. The contents are provided by an overseas purchasing agent and are published on PChome Online’s e-commerce platform under the agreement of the original source of the contents, hereinafter referred to as the “overseas website” or the “overseas product seller.” The purchasing services are provided by the overseas purchasing agent displayed on the entrusted purchasing webpage, who is hereinafter referred to as the “overseas purchasing agent,” and who provides entrusted purchasing services at an overseas location. By using the entrusted purchasing services, you entrust the oversea purchasing agent to purchase from the seller a product or service specified by you, hereinafter referred to as the “product purchased on your behalf,” and to deliver the product to you by contract. Here, PChome Online is a partner of the overseas purchasing agent and collects payment on behalf of the agent and provides the system services required. All the transactions you engaged through the entrusted purchasing services indicate that you entrust the agent to purchase on your behalf, and the entrusted purchasing relation exists between you and the agent, and PChome Online merely collects the required payment from you for the entrusted purchasing services on behalf of the agent, as well as providing the system for the entrusted purchasing services.
- The payment terms of your entrusted purchasing may include the price of the product purchased on your behalf, shipping costs, and entrustment fees. The payment and cost details displayed on the purchasing webpage shall prevail. PChome Online merely collects the required payment from you for the entrusted purchasing services on behalf of the agent and is not the seller of the products purchased on your behalf, nor is it the consignee of the entrusted purchasing services. Thus, PChome Online shall not issue any invoice to you. The agent shall issue a receipt or certificate for the fees they charge based on the relevant revenue tax laws.
- Once you have completed the entrusted purchasing order for a product or service by following the methods, terms and conditions, and procedures stated on the purchasing webpage, you are deemed to have offered and agreed to purchase said product or service in accordance with the agreements, payment terms and conditions, or restrictions listed in these Terms and Conditions and on the relevant webpages. On your behalf, the overseas purchasing agent shall purchase the products you have chosen from an overseas e-commerce platform. Should you make any changes to your retained information, such as your address or phone number, please submit your request immediately through our online customer service system; the system will notify the agent of your request. If you fail to update your information, you may not reject the entrusted purchasing action or refuse payment on the basis of data inaccuracy.
- After completing your online entrustment for an overseas purchasing agent to purchase on your behalf, the system will automatically send a notification to you via email or other means, merely to inform you that the system has received your entrustment to purchase on your behalf. The notification does not mean that an agent has accepted your entrustment or that the entrustment contract has been established, because the agent reserves the right to accept or refuse your entrustment. Once the agent has verified that the payment terms in the entrustment are correct and that the products you have requested be purchased on your behalf are in stock and are available, and if the agent has no other reason to refuse your entrustment, the agent will promptly complete your order based on the terms and conditions displayed on the purchasing webpage and relevant agreements, and they shall deliver the products to your specified pickup location. Although there shall be no additional notifications, you can still check the shipping status online. The agent reserves the right to refuse your order at any time if there are erroneous payment terms, if the products are not in stock, if the services are unavailable, or if they have other reasons to refuse the order, whereupon they shall return the amount you have paid.

After the overseas purchasing agent has received payment from you and has confirmed their acceptance of your entrustment, they will pay the seller the necessary payment and shipping fees for the entrusted purchasing service and then entrust a logistics operator to deliver the products to the pickup location specified by you. You agree and acknowledge that the agent merely sends to you the product purchased on your behalf in its original packaging as received by them, and that they do not provide any content inspection services. Any loss or damage to the product incurred during the delivery process, including but not limited to international and domestic shipping, shall be borne by you, and the agent shall not bear any responsibility whatsoever.
- Because the product purchased on your behalf is from overseas, the product category or value may be subjected to statutory tariffs or other taxation or inspection measures when it arrives in Taiwan. You agree and acknowledge that you shall bear the costs incurred from these processes, including but not limited to tariffs or other taxation and relevant procedures. If you fail to complete these taxation and other relevant procedures in a timely manner, you may not be able to receive the products purchased on your behalf, and you shall bear the damages, losses, or costs incurred as a result.
- If you chose to pay for the purchasing service by credit card, the credit card information you entered to our system online is used to verify the validity of the credit card and obtain transaction authorization from the card issuer. This does not mean that you have completed the payment, nor does it mean that the transaction has been completed or that the contract has been established, because the overseas purchasing agent reserves the right to accept or refuse your order. If you chose to cover the relevant costs and expenses by credit card installments, the installment payment services shall be provided by your card issuer, and the debtor–creditor relationship exists only between you and your card issuer. Unless otherwise stated on the relevant webpages, the compulsory interests and the calculation methods, as well as whether the transaction requires a credit insurance or the designation or involvement of a guarantor, shall be determined based on the terms of agreement between you and your card issuer. - You acknowledge and agree that PChome Online and the overseas purchasing agent do not in any way, whether explicitly or implicitly, guarantee the completeness, accuracy, and timeliness of the information on the purchasing webpage and relevant descriptions. The maximum number of orders that can be placed for a product or service on your behalf is stated on the webpages of the product or service and the purchasing process. Should there be any inaccuracies in the size, image, or descriptions of a product or service, the information provided by the original manufacturer or product or service provider shall prevail. Should there be any inaccuracies in the size, image, descriptions, prices, or transaction terms and conditions of a product or service, the agent shall refuse to accept your entrustment upon receiving your purchasing notification.
- Labels such as “suggested retail price” and “retail price” merely reflect the general list price, the general assessed price, or the selling price recommended by the original manufacturer, agent, importer, dealer or service provider, and do not represent the actual purchase price at any specified region, merchant, or time period.
- You acknowledge and agree that an overseas purchasing agent merely provides purchasing services and does not provide any guarantee or after-sales services for the product purchased on your behalf. Based on their stipulated terms and conditions, the original manufacturer or the original provider of the product or service purchased by the purchasing agent on your behalf is responsible for the quality assurance, warranty, or after-sales service of the product or service.
- If the product purchased on your behalf cannot be delivered successfully twice, or if you refused to receive the product despite being notified by the overseas purchasing agent within the specified period, or if the recipient cannot be contacted, then you are deemed to have abandoned the purchased product. The overseas purchasing agent shall not notify you any further and they shall handle the product in a manner they deem appropriate. You shall not request a delivery, refund, or compensation for damages from the agent afterwards. Furthermore, because the agent has already completed the purchase on your behalf, the purchasing service fees and the international and domestic shipping costs cannot be refunded if they have already been charged.
- Because the overseas purchasing agent purchases a product on your behalf and according to your instructions from a seller on an overseas website, the agent is not the seller of the purchased product; therefore, you may request a return or refund only on the webpage of the product purchased by the agent on your behalf, instead of on the webpage of the product specified by you to the agent. Additionally, you may not request a return or refund for any reason, including but not limited to receiving a product that meets didn’t meet your demands, a defective product, a damaged product, or a product that is different from or inconsistent with that listed on the webpage by the seller. Because you entrusted the agent to complete purchasing products on your behalf on overseas e-commerce platforms, the Consumer Protection Act of the R.O.C. shall not be applicable in this case.
- The refund and return methods as well as terms and conditions are stated on the relevant purchasing webpages and the webpages visited during the purchasing process. Please preserve the completeness of all the products, gifts, packaging, and attached documents and information that you returned; otherwise, the overseas purchasing agent shall reject your return and refund request.
- If you have any queries regarding the purchasing services, or if you wish to provide feedback to the overseas purchasing agent, you may log into the customer service system and submit your query by following the specified protocols, procedures, and contact information. The system shall forward your query to the agent and their customer service representative shall serve you.
VI. System security and backup
- PChome Online shall guarantee that our system meets a reasonably and generally expected level of security. Nevertheless, the system does not explicitly or implicitly guarantee the normal display or processing of the data you have uploaded or transferred, nor does the system guarantee the accuracy of data transfer. If you notice any errors or mistakes in our system, please contact PChome Online immediately.
- The system data is backed up on a regular basis. Nevertheless, with the exceptions of deliberate acts or events resulting from gross negligence, PChome Online shall not be held liable for any accidental data deletion, backup error, or failure.
VII. Interpretation of the agreement
- If all or part of an article, paragraph, and other relevant agreements stated in these Terms and Conditions or on relevant websites is rendered invalid or is deemed to not constitute contractual content by a court of law, the validity and enforceability of the remainder shall remain unaffected. The article, paragraph, or agreement that is rendered invalid or is deemed to not constitute contractual content by the court of law shall be interpreted or supplemented to the maximum extent permitted by the applicable laws and regulations, such that they are consistent with the contents of the original article, paragraph, and agreement.
- Exercise of the rights obtained or entitled to any provision or relevant agreement stipulated in these Terms and Conditions or on our website shall not affect the other terms stipulated in these Terms and Conditions or on relevant websites, nor shall the decision to exercise the rights obtained or entitled in the relevant agreements.
- According to Paragraph 2, Article 11 of the Consumer Protection Act, where there is any ambiguity in the wording of the standard Terms and Conditions, interpretations shall be made in favor of the consumer.
VIII. Other agreements
- You acknowledge and agree that if PChome Online transfers the PChome Online e-commerce platform and its relevant rights, obligations, transactions, and contracts to a third party, then the relevant e-commerce rights, obligations, transactions and information, including but not limited to the relevant rights and obligations, shall be wholly transferred to said third party and that the third party shall continue to provide services henceforth.
- You acknowledge and agree that if PChome Online must compensate or indemnify you by law or based on contractual obligations, then the limit of our compensation or indemnity responsibility shall be to return the actual amount received for the disputed transaction.
IX. Governing law and jurisdiction
- The online purchases, transactions, or behaviors that you engage on PChome Online, as well as the content of these Terms and Conditions and on relevant websites, shall be governed by the laws of the Republic of China.
- Should there be any disputes arising from the online purchases, transactions, or behaviors that you engage on PChome Online, as well as from these Terms and Conditions and the agreements stated on relevant websites that result in litigation, the litigation shall in the first instance be subject to the jurisdiction of the Taipei District Court of Taiwan, unless otherwise provided by a compulsory article of law.

- Notice on consumers’ rights and interests when recycling four types of electronic appliances: “When purchasing a new TV, washing machine, refrigerator, or air-conditioning/heating machine that meets the specified specifications, the seller shall provide an appliance recycling, moving and transporting service free of charge, and shall also specify the item, quantity, time, and delivery address. This does not include deliveries and disassembly procedures that involve the use of large machinery, construction, or hazardous works. The undersigned consumer confirms that they have been verbally informed or acknowledges the aforementioned rights and interests.
Internet safety for children
For children
- If you encounter any upsetting or offensive words, images, or other content online, please leave the computer temporarily to inform and seek help from your parents. Alternatively, you may go offline and then return online when accompanied by an adult.
- It is extremely dangerous to reveal personal data to strangers online. Please do not reveal any of your own or your family members’ private data such as your real name, ID number, phone number, address, or school. Also, please do not reveal your internet account or password to anyone.
- Please comply with the rules of every website. For instance, leave immediately when you see a notice on a website stating that access is restricted to those aged 18 years or older.
- Even if you meet netizens who are friendly, interesting and kind, please remember that people with whom you are acquainted online are still strangers in real life. Please do not meet in person with netizens randomly, because they may not be the person they claim to be online. If it is necessary to meet up in person, bring an adult with you—don’t go alone.
- Please delete any messages that you receive from unknown people. Please do not open attachments or click on links that you receive from unknown people, because they may contain viruses that are harmful to your computer.
- Many files that are free to share may be illegal. Please do not copy or download music, videos, or other files in any format if the files are from dubious sources, because this may constitute a violation of law.
- Because your online behavior is visible to anyone, do not act or behave in a manner that is disrespectful to others. Even if others do not know who you are, please do not impersonate others online.
For parents
The internet is an essential resource for children nowadays because it offers access to information and is an important means of using social media. However, a great deal of online information and enticements are detrimental to the physical and mental health of children, and may even cause a child to engage in inappropriate behaviors while remaining anonymous online. Therefore, please take extra precaution when your child asks to use the internet. Please comply with the following guidelines to ensure that your child uses the internet safely:
- Adult-oriented content such as pornography and violence is accessible online. To ensure that your child is using the internet safely and healthily, please educate them to avoid accessing such content. Also, please regularly inspect your child’s browsing history to check whether they have visited age-inappropriate webpages. You may choose to activate the browser’s parental control function to prevent them from accessing such content.
- Your child may reveal too much personal data to strangers online, which may pose a security risk. Make sure they understand that the internet is a public space and prevent them from publicly revealing their name, telephone number, address, and ID number online so that such information cannot be misused by people with bad intentions.
- Please ensure that your child uses the internet under adult supervision. Set up a computer in a common space such as the living room, and please take some time off to accompany them when they go online. Teach them to use the internet appropriately to broaden their knowledge and entertain themselves in a healthy manner.
- Take notes of your child’s interaction with others in online chatrooms or messaging boards. Discourage them from meeting in person with netizens, and accompany them to in-person meetings if they are absolutely necessary. Do not allow them to meet up with netizens alone. When meeting up, choose a safe public area where there are plenty of people around, so that any emergency can be handled quickly.
- Many of the images, music, videos, or text files shared online are still protected by copyright. Teach your child to respect others’ copyrights and refrain from illegally downloading MP3 files or any file formats.
- A child may unintentionally expose your computer to virus attacks. Please ensure that they are aware of the possible risks of downloading software at will, and prevent them from downloading emails from unknown senders or downloading unsafe software.
- Teach your child to respect others and to refrain from posting comments that attack others personally. Please take note of the chatrooms or messaging boards visited by your child and check whether they have posted inappropriate comments.
- If your child wishes to purchase something online, please ensure that they inform you beforehand. Prevent them from making transactions on unsafe websites. Choose a trusted e-commerce platform and be aware of the product’s contents and price as well as the payment method.
- Refrain from entering personal account names and passwords on public computers, because these may be recorded and misused by people with bad intentions. When going online on a public computer, please ensure that the browser’s account name and password auto-save function is turned off, and close the browser properly when leaving. This prevents others from logging into your account on public computers.
- Do not forward the contents of emails you have received to friends and family if you cannot verify the authenticity of the contents. This is to prevent unnecessary fear and confusion, as well as identify theft.
